Just wanna add that once you complete the quest in the Solitude sewers & the give the shegorath ore/sword to some chick Rissad will send a message to you informing that they will sell both ores / weapons & armor . As far as I know I did it all in order - talked to the khajiit trader to start the quest - wiped out the saints both camps in order then the seducers both camps in order then returned to the khajiit.

I ran into this too. It turns out this CC relies on content which was pushed to the Update.esm. However I had previously created an Update - Cleaned mod from an older version of the Update.esm in ModOrgnanizer. This effectively meant I was always using an old Update.esm. The fix was to copy the Update.esm from my skyrim install into my Update - Cleaned mod and re-clean it again.Much like the sewers of Whiterun, but found it to be more complicated.
